A highly anticipated partnership between Volusia Mall and Rover Pet Stores has collapsed after several store owners reportedly backed out of the deal at the last minute, citing concerns over lease terms and operational logistics.

The agreement, which was expected to bring a flagship Rover Pet location to the mall’s east wing, had been in development for months. Plans included a full-service pet retail experience featuring grooming, adoption events, and a boutique for specialty pet products.

Sources close to the negotiation say that while Rover Pet Stores remained committed to the expansion, a group of existing mall tenants raised objections over shared space usage, parking allocations, and potential disruptions to foot traffic. At least three anchor stores reportedly threatened to renegotiate their leases if the deal moved forward.
